Lagunitas brew this similarly to their standard IPA range, using a controlled fermentation process to keep the alcohol below 0.5% rather than removing it afterwards. The hop load is substantial: Citra, Mosaic, and Columbus go in as a dry hop, which explains the aroma. It's peppery and piney before you've taken a sip, with grapefruit and a grassy edge. The palate leans herbal. There's pine resin, a bit of spearmint, and a citrus note that reads almost like lemon tea. The malt backbone is there in the form of a faint caramel sweetness, but the hops are clearly in charge. Body is light with a crisp, clean finish. It won't confuse anyone for the full-strength version, but as low-ABV IPAs go it has genuine hop character rather than a vague impression of one.
